Pony needs a "lock"/"hold" button

Occasionally we get hostname requests that we decide need further angsting before we resolve them. Pony should have a "hold"/"lock"/... button that indicates that there is some form of exception handling going on and the usual accept/reject options shouldn't be used yet. (Possibly unlocking a request should then require somebody on scripts-root-people, rather than just anybody on scripts-pony-acl.)
